Job Description
The individual assigned to this position will be responsible for the HSE Management. S/he will be responsible of all HSE related facilities and activities, implement policies and practices to ensure that all areas remain safe and in compliance, as a minimum, with legislation, corporate directives, and relevant management system standards.
The role requires to develop, implement and monitor of all HSE systems to ensure safe and efficient operations while reducing the impact to the environment as much as possible. S/he will also be required to have a more “on the ground” presence to control, train and embed HSE requirements to enhance a positive work culture.
The professional will also be responsible to provide advice, guidance and coaching on all matters relating to safety, and to ensure all employees and visitors embrace and practice the culture linked to Safety zero harm.
The position reports directly to the Operations Manager.
Job Context
- Be responsible to promote and develop a positive HSE – in line with policies and procedures, to achieve DP Duhok’s targets in relation to Safety.
- Provide direct HSE support to several facilities in DP Duhok.
- Analyze the work environment and develop programs designed to control, eliminate, and prevent occupational disease and/or injury and/or environmental harm caused by physical, chemical, biological agents or ergonomic factors. Must be able to align these with the organization’s requirements to maintain consistency.
- Provide technical support to front line leadership on matters related to occupational safety, environmental compliance, and loss prevention.
- Conduct field and site inspections to enforce adherence to laws, regulations and employer policies governing occupational safety and environmental compliance.
- Assist with the collection and submission of data required to satisfy environmental permit and reporting requirements (air, water, land). Must be able to interpret the technical information.
- Prepare reports for use by company personnel and regulatory agencies. Provide HSE support services to plant operations.
- Develop and manage initiatives to promote a proactive health and safety culture, including processes designed to increase employee involvement, education, and recognition by participation in safety committees, incident investigations, training, occupational health matters and compliance auditing.
- Collect and interpret injury data to identify trends and/or causal factors, such as system failure, human error, incomplete or faulty decision-making, or a weakness in existing policies, practices and regulations.
- Investigate incidents and non-compliance events to determine contributing factors and recommend remedial action to prevent reoccurrence.
- Liaise with regulatory agencies on matters related to reporting and/or investigating compliance concerns.
- Develop and deliver regulatory required training related to health, safety, and environment.
- Additional responsibilities and changes in responsibilities may be made at the discretion of the Line Manager/Supervisor.
Qualifications, Experience, and Skills
- Minimum 2 years’ practical experience in Health, Safety & Environment.
- Experience in leading critical incident investigations.
- Experience in the development and implementation of HSE management systems.
- Experience in liaising with government, regulatory, industry and labor organizations.
- Ability to develop strong working relationships at all levels within the organization and lead/mentor workgroups and individuals.
- Excellent influencing skills demonstrated through verbal and written communication.
- Ability to work “on the ground” to control, interact and drive HSE improvements.
- Experience in ISO Management Systems will be an added advantage.
- Formal HSE qualification to Diploma / Degree level.
- Advanced knowledge of the English and Kurdish is a must.
